SOLUTION: A broadband optical output circuit 1 outputs a broadband light 4, a burst light output circuit 2 receives the broadband light 4 and converts it into n-waves of multi-wavelength burst lights 15, a time width different from each wavelength channel to the multi-wavelength burst lights 15 to generate a multi-wavelength burst stream 17, and a modulation circuit 3 multiplies a signal at the same rate as with the multi-wavelength burst stream 17, to obtain output lights 18 to which a different capacity is assigned.
