PROBLEM TO BE SOLVED: To provide an inexpensive electrophotographic photoreceptor, having high sensitivity and high electrification ability, nearly free of lowering of photosensitivity and superior in mechanical strength, and to provide a method for producing the photoreceptor. SOLUTION: In the electrophotographic photoreceptor with an electrically conductive substrate and a photosensitive layer, the photosensitive layer is formed by mixing at least fine particles having photoconductive property, a solution containing the same atom as the fine particles and an organic photoconductor, sticking the mixture to the substrate and carrying out heat treatment or the photosensitive layer has a phthalocyanine dye sensitizer and a resin binder adsorbed in the voids in sintered zinc oxide.
