PROBLEM TO BE SOLVED: To decide program reservation in accordance with priority order among a plurality of users who perform reservation when programs are reserved by the superimposition of a broadcasting time band generally in a recording and reproducing device such as a hard disk recorder. SOLUTION: A button which indicates user Ids is arranged in a remote controller transmission part 1. A priority order judging part 5 decides reservation based on priority order among the plurality of users who perform reservation concerning program reservation with the superimposition of the broadcasting time band. Besides, a reservation/recognition processing part 6 displays only program reservation contents managed at each user ID so that the reservation contents are easily searched.
