PROBLEM TO BE SOLVED: To reduce leakage current generated in a logical cell in a semiconductor device for lower current consumption. SOLUTION: A semiconductor device is divided into circuit blocks 22. A branch power line 25 for each circuit block 22 is connected to a main power line 23 by a power control circuit 27 having a power switch, which is turned on in response to a signal change of an input signal line to the circuit block 22. During a period other than signal changes, current required to maintain logic is supplied by off current of the power switch and leakage current generated in each circuit block 22 during this period is reduced.
