PROBLEM TO BE SOLVED: To prevent unnecessary action based on a change of a frequency in a distance relay. SOLUTION: A frequency relay F detecting voltage from a frequency to generate an output when the frequency is changed by 5 to 10 cycles is provided, an output of the frequency relay F is added as a lock input to logical output circuits A1 to A3 of a mho relay M and reactance relays X1, X2 which are relay elements constituting a distance relay, unnecessary action of the distance relay is prevented in the case of markedly changing the frequency by disturbance of a system.
