PROBLEM TO BE SOLVED: To solve the problems of the conventional recording and reproducing device and digital broadcast receiver where illegal copies have easily been made and the recording and reproducing capability to the high speed video data has been insufficient. SOLUTION: An instruction circuit 103 extracts information such as a recording position required for recording data to a recording medium 101 or for reading data from the recording medium 101 from four tables as a retrieval information table 105 by each recording unit provided in a recorded information holding means, addition information table 108 by each recording unit, a position information table 106 on the recording medium 101 for the data in each recording unit, and a recordable position information table 107 on the recording medium 101.
