PROBLEM TO BE SOLVED: To provide a magnetic recording medium excellent in surface smoothness, dispersion properties of a non-magnetic layer, electromagnetic transducing characteristics, running durability and in improvement of output deterioration under the circumstance of low moisture and to provide its manufacturing method. SOLUTION: The magnetic recording medium having a non-magnetic layer provide on at least one surface of a non-magnetic substrate and formed by dispersing inorganic pigment into a bonding agent and a magnetic layer provided on the non-magnetic layer is characterized in that (1) an organic dye compound having an organic compound containing P and a basic terminal group is contained in the non-magnetic layer, (2) a polyvinyl chloride-based resin and a urethane resin are contained in the bonding agent and (3) at least a non- magnetic powder and carbon black are contained in the inorganic pigment.
