PROBLEM TO BE SOLVED: To provide a system and a method for shifting a right to use, which shifts the right to use a channel from a mobile phone to an on-vehicle mobile phone, and to mobile information terminal incorporating a wireless unit or the like or in reverse sequence to above during a speech or during communication. SOLUTION: The system for shifting a right to use a wireless communication unit having the right to use for utilizing a channel via a wireless base station is provided with a right to use shift button 41 that shifts the right to use of a wireless communication unit during a speech or during communication via the wireless base station to other wireless communication unit and with a busy- state right to use shift control section 33A that shifts the right to use of the wireless communication unit during a speech or during communication to the other wireless communication unit when the right to use shift button is depressed.
