PROBLEM TO BE SOLVED: To reconcile both the securing of water permeability and the securing of the bacterium existence quantity per unit soil quantity in the soil for creating an artificial dry beach. SOLUTION: The sandy soil obtained by the dredging of the sea bottom in the range from the shore near the artificial dry beach planned land to the offing and the silt and viscous soil obtained by the dredging are mixed so that the permeability coefficient becomes 1×10-4 cm/s or above and the silt and viscous soil is used at the ratio of 4-30 wt.%.
