PROBLEM TO BE SOLVED: To provide a blowing method in a converter for refining a steel a high Mn concentration i.e., in a good Mn remaining at the time of stopping of oxygen blowing, in the steelmaking method in state the converter. SOLUTION: In the steelmaking method in the top-blown converter for blowing to molten iron beforehand pre-dephosphorized (P), lime powder is used as a blowing flux with oxygen from a lance for blowing the top-blown oxygen to regulate the Mn remaining ratio in the molten steel after refining to the optimum value. Further, the blowing method in the converter is characterized as Mn reduction in the pre-treated iron is performed at the time when the blowing amount of the lime powder during blowing becomes 30-40 Nm3/t unit requirement of the oxygen at the blowing time.
