SOLUTION: An effective pixel area calculation circuit 11 detects position information indicating the position in a frame of a noticed pixel. A dropped-out pixel creating circuit 12 determined a class of the noticed pixel out of plural classes in accordance with position information and selects plural pixels from an input picture signal as predictive taps and performs operation processing based on conversion data preliminarily obtained by learning for each class and predictive taps to output an output picture signal of which the quality is higher than that of the input picture.
