PROBLEM TO BE SOLVED: To provide sufficient pulling-out strength of a screw spike screwed into a sleeper newly when a rail track is adjusted and facilitate construction at site. SOLUTION: A hole 10 which is long in planview is drilled in a scope that it wraps a screw spike hole 7 provided in the sleeper 1 made of natural lumber or artificial lumber and in a scope larger in the horizontal direction than an existing screw spike hole 7, an embedded plug 5 which is made of natural lumber or artificial lumber which is long in planview and whose fiber direction is an orthogonal direction for the direction of advance is embedded into the long hole 10, and a new screw spike hole 16 is drilled in a desired section where it is overlapped on the embedded plug 5 in planview.
