PROBLEM TO BE SOLVED: To easily pour mortar in a short period of time around an inner pipe inside a main pipe in a compound section pipe containing the inner pipe without disturbing the inner flow of the main pipe by a form for mortar placement or without eroding the form by the fluid inside the main pipe. SOLUTION: At the bottom portion inside a resin pipe 11, a pipe 14 having a smaller diameter than the resin pipe 11 is laid. Mortar 15 is placed around the inner pipe 14 and a space 23 not placed with mortar 15 is formed at the side portion of the inner pipe 14 at the bottom portion of the resin pipe 11. On the surface of the mortar 15, a resin plate utilized as the form 31 for placing the mortar 15 is arranged.
