PROBLEM TO BE SOLVED: To generate high-pressure steam with the extracted air for cooling a turbine 3. SOLUTION: The extracted air is led into an evaporator 62 through an extracted air passage 52, to vaporize the high-pressure heated feed water, and thereafter, cooled in a feed water heater 61 and sent to a turbine 3. A large quantity of the high-pressure feed water is led into the feed water heater 61 through a feed water lead-in passage 53 to cool the extracted air, sent to the evaporator 62 through the heated feed water passage 64, and led into the high- pressure superheater 21 as the steam. A part of the high-pressure heated feed water of the heated feed water passage 64 is sent to a high-pressure drum 22 through a bypass passage 56, to keep the quantity of the high-pressure feed water circulating the feed water heater 61, and while the quantity of the high- pressure heated feed water sent to the evaporator 62 is limited, the high-pressure steam is generated by the extracted air for cooling the turbine 3.
