PURPOSE: To improve the safety on the occasion of ignition and to reduce the cost, in regard to a heating element generating the heat of reducing reaction. CONSTITUTION: This element is composed of a heating agent 2, a starter 3 and a packaging body 1 holding these components 2 and 3. The packaging body 1 is formed in the shape of a tube using an iron foil as a material, and the heating agent 2 is held in the main body part 4 thereof. A tapering ignition part 5 is provided in one end of the main body 4. The starter 3 is held in the ignition part 5 and the opening edge of the ignition part 5 is folded down and sealed up.
