PROBLEM TO BE SOLVED: To provide a paper multifeed detecting device for accurately detecting the multifeed of a paper on which printing is performed and also provide a paper feeding device suitable for installing a photosensor used in the paper multifeed detecting device. SOLUTION: By using a monitor region of a first paper, the normal region of the amount of transmitted light of the paper is set, and by using the amount of transmitted light of the monitor region of the sequentially fed paper, the paper length within the normal region of the paper and the paper length outside the normal region are detected, the number of the paper within the normal region is detected, and the double feeding of the paper is detected based on the detected information. When the photosensor is arranged so as to ride over a paper feeding passage, the paper feeding passage is formed in the front of a photosensor unit installed on the lower side of the paper feeding passage, and a glass member is aslant arranged so that the front in the paper feeding direction is higher than the normal paper feeding passage.
