PURPOSE: To prevent erroneous recognition of division information and erroneous division of paper sheets by accurately extracting a cellophane area in which an address is entered as division information. CONSTITUTION: In this device which recognizes division information as a character string entered in the cellophane area of a sheet of paper, edge components are extracted on the basis of a differential picture based a variable density picture on the sheet of paper, and a cellophane frame is discriminated on the basis of edge components, and a character string in this discriminated cellophane frame is recognized as an address.
