PROBLEM TO BE SOLVED: To effectively reutilize waste containing an alkali component as a cement raw material by accelerating the hydration of belite or the like composed mainly of C2S at the time of adding the alkali component into cement and further suppressing the deterioration of fluidity. SOLUTION: This cement clinker contains Al2O3 and Fe2O3 in the ratio Al2O3/Fe2O3 by weight (hereafter, also called IM) of 0.05-062 and the alkali of the quantity Y (mass %) and C2S of the quantity X (mass %) in the ratio of 0.0025X+0.1 Y 0.01+0.8 and the composition of the alkali is in the range of 0<=Na2O/K2O<=0.45.
