PROBLEM TO BE SOLVED: To provide a new type of a skin cream, a make-up cosmetic and a hair cosmetic free from an oily feeling or stickiness, excellent in extendibility and spreadability, giving a moist feeling, a dry feeling, a refreshing feeling, a cool feeling and a fresh touch, highly safe, having excellent storage stability and exhibiting excellent retention of cosmetic effects. SOLUTION: The water-in-oil type emulsion composition comprises an oily base material (A), an emulsifier (B), an emulsifying auxiliary (C) and water (D), where (1) the oily base material component (A) comprises at least 50 wt.% of a linear silicone oil, (2) the emulsifier component (B) comprises a polyether- modified silicone copolymer having an HLB value of 3.0-7.0, and (3) the emulsifying auxiliary component (C) comprises polyhydric alcohols soluble in water at 20 deg.C.
