PURPOSE: A construction of a selective online dialogue system using a voice synthesis and an operating method thereof are provided to enable a person to dialogue with another through a telephone or a computer by establishing an online dialogue system. CONSTITUTION: A web server(102) helps a user to access to Internet. A member database(104) allows an information of the user who is a member to be stored therein and enables a user confirmation when the user accesses. A mail managing part(106) manages transmission/reception of voice and text messages between members. A chatting part(108) gives a space for the members to dialogue with another through voice, text and image. An automatic translating part(110) translates dialogue with a foreigner into the user's native language. A dialogue recording part(112) records the dialogue contents according to the user's selection. A communication part(114) transmits and receives a message. A text/voice converting part(122) converts a text message into a voice message by being installed on the user's computer. A voice/text converting part(124) converts the voice message into a text message. A communication part(126) transmits and receives the voice or text messages to and from the server.
