PURPOSE: To remove scum on a settling pond with greater economy and less maintenance than prior skimmers, this scum collector entraps scum into a double pipe through which scum trapped is discharged, and the double pipe is rotated by drive force of a chain flight. CONSTITUTION: A double pipe(20) of which rotation center is beneath water level and is rotated by driving force of a chain flight(18). As rotating the double pipe, a dipper(28) dips scum from water and then scum entrapped in the dipper is poured into a scum inlet(22a) that is formed on an inner pipe(22). Such scum is drained out through the inner pipe for additional treatment.
