PROBLEM TO BE SOLVED: To provide a treatment method to make harmless of a structure and a moving treatment equipment suitably used in the treatment, which can easily decompose dioxins attached to the wall part of a structure by a simple method under ordinary temperature and pressure and is suitable for applying in the treatment to make harmless of various structures. SOLUTION: This treatment method to make harmless is a method comprising a process to decompose dioxins attached to the wall part of a structure into a harmless substance. This method comprises a process to spray an acidic aqueous solution containing a reaction catalyst and kept within the pH range of 2.0-6.0 to the wall part of a structure 20, on which a solid containing dioxins is attached, to btinh the solid in contact with the acidic aqueous solution on the wall part to make dioxins decomposed and harmless and a process to send the acidic aqueous solution flowed down to the bottom part of the structure 20 to a reaction tank 4 in which the residual dioxins are made decomposed and harmless.
