PROBLEM TO BE SOLVED: To provide coated ammonium polyphosphate showing excellent hydrolysis resistance and having remarkably low free formaldehyde content and its manufacturing method. SOLUTION: Melamine coated ammonium polyphosphate is made to react with formaldehyde and >=1 kinds of compounds selected from a group composed of urea, thiourea, ethyleneurea and ethylenethiourea to obtain the coated ammonium polyphosphate.
