PROBLEM TO BE SOLVED: To produce a ground improving material having high performance using a compact-sized apparatus necessitating a small installation space compared with a rotary kiln and producible at a low equipment cost. SOLUTION: A granulated material produced by mixing and stirring lime to dehydrated sludge cake is charged in a fluidized bed calcination furnace 20 using the exhaust gas of the downstream fluidized bed baking furnace 28 as the fluidizing gas to effect the drying of the granule, drying and preheating of the granule or drying of the granule, the incineration of organic materials and the calcination of slaked lime. The granule discharged from the fluidized bed calcination furnace 20 is introduced into the fluidized bed baking furnace 28 and baked. The baked granule is cooled in a fluidized bed cooler 38.
