PROBLEM TO BE SOLVED: To measure the starting resistance (the threshold A) of a voltage generator in which the output voltage between voltage output terminals is changed according to the resistance of a resistor connected between the terminals when the resistance exceeds the threshold A. SOLUTION: A voltage detecting means 1, a first switching circuit 6 and a second switching circuit 10 are connected between the voltage output terminals T1, T2 of the voltage generator. A control unit 11 opens the first switching means 2 a first predetermined time after an opening/closing detecting means 3 of the first switching circuit detects the closing, and opens a second switching circuit 7 a second predetermined time after an opening/closing detecting means 8 of the second switching circuit detects the closing. A judgment unit 13 judges from the result of the voltage measurement by the voltage detecting means whether or not the predetermined voltage change is generated in the time while the first ands second switching circuits are changed from the manual closing to the opening by the action of the control unit, or in the time including a slight margin, and a display output unit 14 displays and outputs the result of the judgment.
