PURPOSE: To provide a picture display device where luminance of a picture is adjusted with simple circuit constitution and a simple operation and its deriving method. CONSTITUTION: This picture display device is provided with a picture display part where stripe-shaped plural data lines, a luminous layer, stripe-shaped scanning electrodes 14 are successively formed on a substrate and matrix-shaped light emitting elements are formed at intersection parts of the data electrodes and the scanning electrodes 14 and with a column driving circuit and a row driving circuit which drive the picture display part, and the device displays a picture by selecting the light emitting elements and by making them emit light. In the device, the row driving circuit has a function that light emitting elements are made to emit light continuously for horizontal periods equivalent to the number of scanning electrodes simultaneously driving the light emitting elements while two lines or more of the adjacent scanning lines 14 are simultaneously driven and light emitting elements are made to successively emit light and the column driving circuit has a function for controlling currents of data electrodes so that the current density of light emitting elements is not changed.
