PROBLEM TO BE SOLVED: To provide an organopolysiloxane composition excellent in retention of a perfume, having good compounding stability when used as an additive for cosmetics, detergents, polishing agents, surface-finishing agents, fiber-treating agents, coatings and the like and capable of imparting a compound with characteristics such as a good feeling of use, finish properties, slippery characteristics of a surface, surface-protecting properties and the like, and to provide a method for manufacturing the same. SOLUTION: The organopolysiloxane composition comprises (A) 5-99.9 wt.% of a crosslinked product of an organopolysiloxane liquid or in a jelly form at room temperature and (B) 95-0.1 wt.% of a perfume, where the crosslinked product comprises an organopolysiloxane having a polyoxyalkylene group, bonded to a silicon atom, represented by the general formula: -R1(OR2)mOR3 (wherein R1 and R2 are the same or different and are each an alkylene group; R3 is a group selected from the group consisting of a hydrogen atom and alkyl, acyl and isocyan groups; and m is a positive integer). An organopolysiloxane composition emulsified in water and its manufacturing method are also provided.
