PROBLEM TO BE SOLVED: To provide a charge member not generating the adhesion, blocking or the like with the surface of an object to be charged even if the charge member and the object to be charged are allowed to stand in a pressure contact state under high temperature and high humidity environment, and an electrophotographic apparatus.
