PROBLEM TO BE SOLVED: To easily perform the light winding operation of a handle and quick selection of the winding mode and the stop mode by controlling the inertia force of a rotor. SOLUTION: A plurality of rectangular parallelepiped cases 8 having one opened side are fixed with screws 54 in the front wall 4b of a rotating member 4 comprising a rotor. An end of a spring 55 is fixed to the outer wall of the case 8 at a part distant from the axial center and a weight 56 such as lead for adjusting the inertia force of the rotor 4 is fixed to a free end of the spring 55 positioned close to the axial center. The weight 56 is pressed toward the axial center with the spring 55.
