PROBLEM TO BE SOLVED: To solve the problem that the leaves of the seedlings at both sides of a nursery tray easily fall down, and the tipping of the falling-down leaves is difficult, when the tip leaves are mechanically tipped when the seedlings grown in the nursery tray are too grown. SOLUTION: Ejecting tubes 40 for raising, communicating with a blower are arranged at the lower parts of both sides of a housing 31 so that the ejecting openings of the ejecting tubes 40 for raising may be directed from the lower parts of both side parts of the materials to be cut, to the upper parts of cutting blades, and the base parts of the ejecting tubes 40 for raising which are attached to a guide plate 36 are communicated with plural discharging openings positioned at right and left both side ends of the plural ejecting openings arranged in the right and left direction, in the tipping apparatus having the housing 31 opened in the front and rear direction, and horizontally arranged on a machine frame 12 supported by traveling wheels 13, the reaping blade 32 arranged in the front part of a bottom plate 27 of the housing 31, a storing container 43 arranged at the rear part of the housing 31, plural ejecting openings for ejecting air from the blower to the inner side of the housing 31, arranged in front of the reaping blade 32 so that the cut leaves may be thrown into the interior of the housing by the air flow ejected from the ejecting openings.
