PURPOSE: A panel for heating construction is provided to allow construction work to be easily performed and significantly reduce construction period, while achieving a superior vibration isolation and sound insulation. CONSTITUTION: A panel comprises a fixing plate member(10) for fixation of heating pipe; a plurality of dividing plate members(20) arranged at a predetermined spacing so as to uniformly fill a panel(P) with concrete or loess, and which have passage holes(H) formed at dividing plate members so as to uniformly transfer the heat transferred from the heating pipe to the concrete or loess wall; and a connecting member coupling groove(60) for fixing a connecting member mounted at the edge of the panel so as to allow panels to tightly contact each other and plumbing work to be easily performed. The panel has a frame formed at the bottom of the panel integrally with the fixing plate member and dividing plate members, and a support plate member formed inside of the frame.
