Plant is provided with specific gravity measuring device incorporating electromagnetic valve. Powder dispenser is made in the form of reactor with injectors tangentially arranged relative to central circumference of reactor chamber. Dispensing column mounts primary specific-gravity measuring transducer for vertical displacement. Plant incorporates provision for checking and setting water content in the course of emulsion production while specific-gravity metering transducer is moving in vertical plane. Such design of plant provides for automatic control of water supply from any stationary water supply system and for producing water-fuel emulsion of any composition.
