PROBLEM TO BE SOLVED: To provide a highly sensitive and highly accurate partial discharge detecting device excellent in portability and handling performance. SOLUTION: A partial discharge detector 6 is arranged in the vicinity of the flange part 1a of a grounding metallic vessel 1. The partial discharge detector 6 is constituted so as to output a detecting signal by detecting a high frequency electromagnetic wave or a high frequency surface current. A signal processing part 8 is connected to the partial discharge detector 6 via a signal transmission line 7. The signal processing part 8 receives the detecting signal from the partial discharge detector 6, and announces the effect of generating partial discharge in the grounding metallic vessel 1 when judging that the magnitude of the detecting signal is not less than a prescribed value.
