PROBLEM TO BE SOLVED: To enable transmission from a terminal even when the power source of a personal computer(PC) is not turned on or computer telephony integration software is not started. SOLUTION: The transmission is enabled both from virtual call terminal equipment 5 on a PC 4 and from a terminal and when the states and operation of the both compete, the state and operation of the terminal 3 controlled by hardware is made preferential rather than the virtual call terminal equipment 5 on the PC 4.
