PROBLEM TO BE SOLVED: To provide a method for manufacturing an optical film having high birefringence and capable of obtaining a high quality optical film, a photo- aligning medium used therefor and an optical film manufactured therewith. SOLUTION: In the method for manufacturing the optical film with arbitrary phase difference by irradiating a polymer film of the photo-aligning medium having at least a layer of the polymer film with polarized light, the polymer film has a photo-isomerizable group in the molecule or contains a photo- isomerizable molecule and has thickness adjusted corresponding to aimed optical phase difference. The method for manufacturing the optical film with the arbitrary phase difference is characterized by having a step to shield the irradiated polymer from the polarized light and leave it as it is, in succession to the step to irradiate the polymer film with the polarized light and by controlling the temperature of the polymer film in at least one step out of the steps of the polarized light irradiation and the steps of leaving it as it is.
