PROBLEM TO BE SOLVED: To provide a plasma heating type melting furnace where its heat efficiency is improved for reducing running costs and at the same time even an inexperienced worker can set the temperature of a slug to an appropriate value. SOLUTION: A metering conveyor 21 and a degree-of-base measuring device 22 are provided. Then, the weight of ash 2 that is thrown into a melting furnace 5 and the basicity are measured in advance to predict the amount of heat required for melting. Then, the output of plasma arc is controlled to a value for supplying a predicted amount of heat. The output of plasma arc is changed in the order of the position of a plasma torch 6, a plasma current value, and a plasma gas flow rate value, thus allowing even an inexperienced person to perform a stable operation.
