PROBLEM TO BE SOLVED: To simply and highly precisely provide the forming face and end section of the upper and lower concrete placing faces of the step or the groove at a low cost by performing a vertical position adjustment by nuts screwed with pipes covered on bolts and support members, supporting the upper side plate of a ruler member is supported by the nuts or the support members, inserting the lower sections of the bolts pedestals to adjust horizontal level of the ruler member, and forming the placed concrete face along the upper and lower placing faces. SOLUTION: This concrete placing device comprises the ruler member 1 for specifying the upper and lower placing faces of the concrete to be placed on both sides of a member forming the side face of the step or the groove of the placed concrete, the bolts 4 threaded with screws on rod members, and the pedestals 6 inserted with the lower sections of the bolts. Synthetic resin pipes covers, to the ruler member 1, so that the bolts 4 are protruded from the pedestals 6 erected and fixed at the place where concrete is placed, and nuts 13 vertically movable on the bolts 4 to adjust the height and the horizontal level of the ruler member 1.
