PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner which can form images with excellent developability and reproducibility for thin lines and with high picture quality for a long time, and to provide a method for forming an image by which images with excellent developability and reproducibility for thin lines and with high picture quality can be stably formed for a long time. SOLUTION: In the electrostatic charge image developing toner containing an external additive and toner particles comprising at least a resin and a coloring agent, the coefficient of variation in the shape coefficient of the toner particles is <=16% and the coefficient of variation in number in the grain size distribution is <=27%. The external additive contains a titanate compound.
