PROBLEM TO BE SOLVED: To provide an information recording medium and an access device which can be used in various ways. SOLUTION: A portable reader/writer 20 issues an access request instruction as radio waves by carrier waves constituted of three kinds of frequency bands. A radio IC tag 10 receives the access request instruction by any one carrier wave, and generates and outputs a tag type transmission instruction. The portable reader/writer 20 decides a frequency band and a protocol on the basis of the received tag type, and processing based on a free access protocol, a bi-directional authentication protocol, or a unidirectional authentication protocol is performed between the portable reader/writer 20 and the radio IC tag 10 according to the decided frequency band and protocol. The portable reader/ writer 20 outputs an input and output response.
