PROBLEM TO BE SOLVED: To provide remote operators capable of preventing a reverse set and an erroneous report (malfunction) by the reverse set in a system. SOLUTION: The remote operators 1, 10 and 20 for a system which controls the operation mode of a desired system are provided with a changeover destination operation mode selecting part for selecting the changeover destination of the operation mode in the system and a deciding part for deciding the selected changeover destination of the operation mode. The setting/release of a guard mode is selected by operating a button, recognizing a voice or recognizing a picture and double operations are performed to decide the selection by a key operation so that the number of erroneous operations is reduced.
