PROBLEM TO BE SOLVED: To manufacture a panel P which is free of warpage even if cardboard 2 is stuck to the front surface of a panel body 1 made of corrugated fiberboard by using aqueous adhesives 4. SOLUTION: The panel is formed by bonding a panel body 1 and decorative paper 2 to each other in the state of scattering the adhesives 4 between both.
