PROBLEM TO BE SOLVED: To provide a program distribution system that transmits a program desired by a viewer at a desired date and time. SOLUTION: When a viewer terminal 30 generates a program organization table on the basis of a program guide sent from a viewer terminal side communication section 22 via a 1st communication channel 60, the table is sent to a program organization processing section 25-1 of a program transmission means 25 via the viewer terminal side communication section 22. The program organization processing section 25-1 selects program contents among contents stored in a video on-demand database 20 and denoted by the received program organization table and provides an output of the selected contents. A program distribution processing section 25-3 applies distribution processing to the outputted program contents, a program transmission section 25-4 sends the contents via a viewer exclusive channel and a 2nd communication channel 70 to a program reception section 40. Then a viewer monitor 50 displays the received program contents.
