PROBLEM TO BE SOLVED: To provide an incombustible capacitor, which is increased in dielectric breakdown voltage and partial discharge starting voltage by reducing the quantity of air contained in a perfluorocarbon solution. SOLUTION: This capacitor, which maintains the quantity of air left in a perfluorocarbon solution of <5% is formed by housing a required capacitor assembly formed by assembling a plurality of capacitor elements 2, in a capacitor enclosure 1 improved in hermetic seal and removing gases and moisture of the dielectric substance and various kinds of insulation of the element 2, by deaerating the enclosure 1 to a vacuum, and then, injecting the perfluorocarbon solution deaerated by means of a deaerating device into the element 2. Consequently, the withstand voltage performance, held originally by the perfluorocarbon solution can be utilized effectively.
