PROBLEM TO BE SOLVED: To more surely report a notice to the monitoring device, when the notice factor of a fault or the like occurs in the device to be monitored having plural monitoring devices as report destinations, to surely transmit the contents of the notice to all the monitoring devices of the report destinations, to easily prepare the report destinations and to automatically update them. SOLUTION: This device is provided with a report destination preparation program 45 for requesting the report destination to a high-order device and storing the result of preparing the report destination in the high-order device as a report destination list 41, a report program 43 for reporting the notice factor to the report destination, while referring to the report destination list 41 when the notice factor occurs, reporting the notice factor to the high-order device when the report is failed and storing the failed report destination on a re-report destination list 42, a re-report program 44 for re-reporting the notice factor, while referring to the re-report destination list 42, and a recording medium 39 for recording these programs.
