PROBLEM TO BE SOLVED: To provide an evaluating and deciding method and a processing method for a universal solid-body surface which can facilitate not relative evaluation, but evaluation and decision making even when measurement conditions are changed. SOLUTION: The evaluating and decision method for the solid-body surface has a stage where a group of data on the height x(t) (μm) of N sections curves obtained by sampling sectional curves of the surface of a solid body horizontally at intervalsΔt (μm) is measured, a stage where a power spectrum derived by an equation 2 is calculated by performing discrete Fourier transformation based upon an equation 1 (n, m: integer, N=2p, p: integer) for the data group, and a stage where the quality of the solid-body surface is decided by contrasting the calculated power spectrum with a specific reference value. By the machining method for the solid-body surface, machining conditions of the solid-body surface are changed according to the result obtained by the mentioned method.
