PROBLEM TO BE SOLVED: To improve the output and the efficiency of a combined cycle gas turbine system while restricting the generation of NOX. SOLUTION: A heat exchanger 70 having a heat-transfer pipe 71 passing through the flames 31a, 33a to be generated by a pilot nozzle 31 and a main nozzle 33 is provided inside of a combuster 1 of a gas turbine. Fuel quantity to be supplied from the nozzles 31, 33 is adjusted so that the combustion air excess ratio inside of the combustor becomes about 1.2. Water is fed to the heat exchanger so as to cool the flames to 1600 deg.C or less of flame temperature, and while the heat exchanger generates the steam. Exhaust flow quantity in relation to the fuel supply quantity is lowered by lowering the air excess ratio, and the exhaust heat loss is lowered. The output of the whole of the system is improved by driving a steam turbine with the steam generated by the heat exchanger.
