PROBLEM TO BE SOLVED: To provide a composite locking plain washer with an elastic block exhibiting excellent deformation followability and improving working efficiency and showing excellent durability by uniformly distributing fastening force to a fastened part in installation for fixing a building structure or a mechanical structure. SOLUTION: This washer with the elastic block is a composite washer integrally joining a metallic plain washer 10 with a bolt hole 12 formed at its center and the elastic block 20 with a bolt hole 22 formed at its center, wherein an annular groove 24 is formed on the outer periphery of the elastic block 20 and a recessed part 25 leading to the bolt hole is provided on the bottom surface.
