PROBLEM TO BE SOLVED: To provide nickel hydroxide powder and its manufacturing method, which is suitable for producing a positive electrode for an alkaline secondary battery by means of a paste method and which has a covered layer by cobalt hydroxide, and provide an evaluation method of crystallinity of cobalt hydroxide which is the covered layer. SOLUTION: The surface of particles of nickel hydroxide powder is coated with the β-type cobalt hydroxide wherein the half-width obtained from the face (101) by X-ray diffraction is not less than 0.229 deg. and not more than 0.851 deg. or in which the crystallite diameter is not less than 100 Å and not more than 450 Å.
