PROBLEM TO BE SOLVED: To eliminate the need for the binding work of a G/W node, even if network constitution is changed. SOLUTION: The NV configuration inquiry means G-4 of the G/W node G inquires a selector ID corresponding to a network variable being the object of supervision from nodes A and B, by using a network variable index(NVI) given by the nodes A and B being the objects of supervision with respect to a network variable which is the object of supervision. The NV configuration inquiry means G-4 of the nodes A and B transmits selector ID given to the network variable corresponding to NVI to the G/W node G. The control means G-5 for the G/W node G refers to the network variable which is the object of supervision on the nodes A and B by using selector ID.
