PROBLEM TO BE SOLVED: To obtain a surge absorber for which adjustment of microgap is easy, discharge start voltage and response voltage can be regulated, mounting on a circuit board is possible, manufacturing is simple, easy to miniaturize and superior in mass productivity. SOLUTION: A chip type surge absorber 10 is equipped with a junction chip body 13 to which first and second insulating chip bodies 11, 12 are integrally junctured, a pair of counter electrodes 16, 17 formed to have a micro-gap 14 at the junction interface, and a recessed part 12a formed at a position to face the micro-gap. A pair of through holes 21a formed so as to pinch the recessed part 12a, an electro-conductive material 25 that has been filled up in a pair of through holes so as to be connected to a pair of counter electrodes, a pair of electrode layers 18a, 19a that have been respectively connected to the pair of counter electrodes via the conductive materials which have been installed at both end parts of external surface of the junction chip body so as to coat peripheral parts of holes including the pair of through holes, and solder bumps 18b, 19b formed on this electrode layer are equipped at the first chip body 11.
